Chapter 15

The Human Blast Shield

January 29, 2020

PITTSBURGH, PENNSYLVANIA

Rudy Giuliani and his attorney Bob Costello flew to Pittsburgh in January 2020, to meet with Scott Brady, the US Attorney for the Western District of Pennsylvania, armed with a thick file of allegations from Ukrainians alleging Biden family corruption.

It was the middle of President Trump’s impeachment trial over a phone call in which he asked Ukrainian president Volodymyr Zelenskyy to investigate Joe Biden and son Hunter, and Giuliani had been to Ukraine gathering information he hoped would exonerate Trump, or at least justify his request of Zelenskyy.

Giuliani had been the tough-on-crime mayor of New York who led the city through the trauma of 9/11. Before that he had been a crusading DA for the Southern District of New York (SDNY) who took down the Five Families in the 1980s and rose to the prestigious role of US Attorney.

“America’s Mayor” would forever be a legend to the loyal cops and firefighters who gather downtown at Cipriani Wall Street every September 11 to fete Giuliani and remember their brothers in arms who were lost in the Al Qaeda terrorist attacks of 2001.

But his latest chapter, as the scotch-swilling consigliere to the president, had damaged his hard-won reputation. He got offside with nearly everyone in the administration and became the media’s favorite punching bag as he loyally defended Trump through multiple controversies, culminating in the last disastrous scramble to prove the 2020 election was stolen. After his efforts on Trump’s behalf, he was sued by everyone, including one of his three ex-wives, and was forced into bankruptcy at the age of 79. He lost his beloved Upper East Side apartment, with its oak paneled library, carved ceilings, and working fireplaces, his proof that the working-class Italian kid from Flatbush was a prince of the city.

Yet he remained irrepressible, lashing Democrats daily on his WABC radio show in New York, until WABC owner John Catsimatidis canceled his show in May 2024 because he refused to stop talking about “fallacies of the November 2020 election,” in violation of company policy. Giuliani simply moved his show to X, where he has 1.7 million followers. But, when it came to the Biden saga, his old prosecutorial instincts would be vindicated.

Tired of the delicate approach of his former attorneys, Trump had enlisted Giuliani as his new “Roy Cohn” in March 2019 in the aftermath of the Mueller investigation, which ultimately had cleared the president of colluding with Russia. Giuliani began looking into the origin of the “Russia hoax,” as Trump called it, and believed that it was a dirty trick hatched by Hillary Clinton’s campaign using Ukrainian operatives to frame Trump with the assistance of corrupt FBI agents. He believed that the real collusion was between Clinton’s campaign and Ukrainians who wanted her to win in 2016.

He discovered Biden bribery allegations in the process, traveling to Ukraine and assembling a file of evidence from former Burisma employees and past and present prosecutors, including Viktor Shokin. Giuliani was convinced that his client was being impeached for Joe Biden’s sins.
